Albanian law permits private ownership and establishment of property and enterprise. Foreign persons intending to invest in Albania do not need any additional permission or authorisation to do so over and above that required of domestic investors. There are some issues regarding land ownership as under Communist rule all property was owned by the State. Since the collapse of the Communist regime land has had to be claimed by the original owners and their families. In acquiring construction land as part of an investment, foreigners are permitted if the value of their investment on the land triples the value of that land. Furthermore, this investment will be subject to prior approval.
